Basement Remodel in Minnesota: The Order That Decides Whether It Lasts

What a finished basement costs depends on how much of that sequence your foundation forces on you, and no honest number comes from anywhere but someone standing on your slab. What does a basement remodel in Minnesota actually involve?
A Minnesota basement finish runs a fixed sequence: control moisture, cut egress where a bedroom is planned, insulate the foundation walls to code, frame and run rough-in for electrical and any plumbing, then drywall, floor, and finish. That order is not a suggestion. Skip moisture and you trap water behind new walls; frame before you cut egress and you pay to open finished walls back up. The house sets the pace, not the calendar.

Here's the part that surprises people about a Twin Cities basement specifically. Much of the metro's housing stock, the 1950s through 1970s ramblers and story-and-a-halves across Richfield, Crystal, Brooklyn Park, and the older Minneapolis and St. Paul neighborhoods, was built with basements meant to hold a furnace and a washer, not a family. The slab has no vapor barrier under it by today's standard, the foundation walls are bare block or poured concrete, and the only window is a little hopper up near the joists. Every one of those is a stage of work before the space is livable, which is exactly why a basement is more involved than most people picture when they say "just finish it."

Check basement moisture before you finish anything

Moisture is stage one, and in the Twin Cities it is the stage that decides whether your finished basement is still finished in five years. Before a single stud goes up, you find out where water and vapor are coming from, because drywall, insulation, and flooring all trap whatever the slab and walls are giving off. Cover a moisture problem instead of fixing it and you don't make it go away, you just move it behind a wall where you can't see it until it smells.
Here's the local pattern we've watched play out for 25 years. Much of the metro sits on heavy, slow-draining clay soil that holds water against a foundation instead of shedding it, and our freeze-thaw swings, from below-zero January mornings to 40-degree afternoons in the same week, work at every crack and cold joint. Two different things get called "moisture" and they need different fixes:
- Liquid water intrusion. Seepage at the wall-floor cold joint, a crack in a poured wall, or a window well that fills during snowmelt. This is a drainage and sealing problem, and it gets solved outside the wall, before you finish, not with paint.
- Vapor coming up through the slab. Older metro slabs were often poured with no vapor barrier underneath, so ground moisture wicks up through the concrete as vapor even when the floor looks bone dry. Tape a two-foot square of clear plastic tight to the slab for a day or two: condensation under it means vapor, and it means you need a proper barrier and the right subfloor, not carpet straight on concrete.

The fix depends on what you find: interior drainage and sealing for seepage, a vapor barrier and a dimpled or insulated subfloor for slab vapor, and always making sure water outside the house is being carried away, not toward the wall. A downspout dumping three feet from the foundation undoes a lot of good work inside. This is the least glamorous stage and the one you cannot buy back later, which is why we settle it first.
Basement egress window requirements for a bedroom
If your basement plan includes a bedroom, or any room a person will sleep in, Minnesota's residential code requires an emergency escape and rescue opening, and you cut it before you frame, not after. The opening has to give a minimum net clear opening of 5.7 square feet, at least 24 inches tall and 20 inches wide, with a sill no higher than 44 inches above the finished floor. Those are the numbers you climb through, not the size of the glass, so the window unit itself is always larger than the minimums.

The reason egress comes before framing is simple and expensive to ignore: cutting an opening into a poured concrete or block foundation is real structural work that needs a header and a clean, sealed, waterproofed edge, and a window well built to drain. Frame and drywall the room first and you're paying to open finished walls back up to do it. That's the sequence mistake we see most often on basements someone else started.

Insulating and framing a Minnesota basement to code

Once moisture is handled and egress is cut, the foundation walls get insulated and the space gets framed. In Minnesota this is a code stage, not a comfort upgrade you can hand-wave, because our climate zone requires basement wall insulation, and how you build that assembly decides whether the wall dries out or grows mold. The whole point of doing moisture first is so this assembly goes onto a wall you trust.
The sequence inside this stage matters as much as the sequence around it:
- Insulate the foundation wall to the required R-value, using an assembly rated for below-grade use so the wall can manage the vapor drive from cold concrete to warm room. This is where a lot of DIY basements go wrong, fluffy insulation slapped straight against cold block traps moisture and feeds mold.
- Frame the stud walls in front of the insulated foundation, holding them off the concrete so nothing wood sits in contact with a surface that can weep.
- Rough-in electrical, and plumbing if a bathroom or wet bar is in the plan, while the walls are open. Minnesota code and permit inspections gate this stage, and they're checked before anything gets closed up.
- Inspection, then drywall and floor. The walls close only after the city has verified the rough-in.

Getting the wall assembly right is the difference between a basement that feels like a warm main-floor room and one that always smells faintly like a cellar. It's a single decision made well, on a dry foundation, which is the entire reason we don't let it happen out of order.
Adding a bathroom in the basement: why the drain height changes everything
A basement bathroom is the stage people most want and most underestimate, and the whole thing turns on one question: where is your main sewer line relative to your basement floor. Add it last, after framing and rough-in, and plan it first, because the answer decides how the whole bathroom gets built.

If the home's main sewer line leaves the house below your basement slab, gravity does the work and a standard drain configuration is possible. But in a lot of Twin Cities homes, especially the mid-century ones, the main line exits at or above the basement floor, which means new basement fixtures sit below the drain they need to reach. Water doesn't run uphill. In that case the bathroom needs a sewage ejector pump, a sealed basin set into or below the slab that collects waste from the toilet, sink, and shower and pumps it up to the main line. That's not an upsell, it's physics, and it's why two basements that look identical can be very different bathrooms to build.
The practical read from doing these across the metro: the ejector question is one of the first things we check on a walkthrough, because it changes the plan, the slab work, and the timeline. When a finished basement is not the right project yet
Here's the line a lot of remodelers won't put in writing because it costs them the job: if your basement shows active water intrusion you haven't solved, finishing it is the wrong project right now. Drywall and flooring over a wet slab don't fix the water, they hide it and give mold somewhere dark to grow. Solve the moisture first, watch it through a Minnesota snowmelt if there's any doubt, then finish. We'd rather tell you that on the walkthrough than sell you a basement we'll be tearing out in two years.

A few other honest "not yet" cases. If your only goal is dry storage or a mechanical space and nobody will live down there, you don't need most of this sequence, no egress cut, no framed bedroom, no bathroom. And if you're not planning a sleeping room, you may not need an egress window at all, which is a real savings some companies won't mention. Where finishing is clearly worth it is when you want livable square footage: a family room, a guest bedroom with proper egress, a home office, or a basement bath that takes pressure off the upstairs.
